Opens the url in a new centered "600*480" window.
Works on NN4+ ,IE4+,IE5, should work in NS5 (current bug in NS5 prevents testing)

Document must be saved to use the browse button!

Remote URLs should be complete,eg:
http://www.site.com. If you have trouble opening the window check the path.
